Introduction
In the summer of 2017, a little-known Sufi order called Karakaria (more commonly spelled Karkariya) briefly became the centre of one of Algeria’s most striking modern religious scares. Photographs and videos of followers wearing brightly coloured patchwork robes while visiting Sufi shrines in western Algeria spread rapidly across social media and television. Within days, some newspapers, religious figures and commentators were describing the group as a dangerous “cult”, a foreign plot or even an instrument of hostile intelligence services. Yet despite the intensity of the controversy, little reliable evidence emerged that the group had engaged in coercion, violence or political subversion. The episode is better understood as a short-lived moral and media panic over an unfamiliar religious movement than as proof of a dangerous clandestine organisation.[algerie360.com]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
Was Karakaria a cult or a media scare?
The controversy began after members of the Karkariya order travelled from Morocco to Mostaganem for a pilgrimage that included visits to the shrine of the poet-saint Sidi Lakhdar Ben Khlouf and the mausoleum of the influential Sufi master Ahmed al-Alawi. Their distinctive clothing—multi-coloured patchwork cloaks traditionally associated with spiritual poverty in some Sufi traditions—made them immediately conspicuous. Images circulated online without much context, encouraging speculation about who they were and what they believed.[Algérie 1]algerie1.comtariqa karkariya la confrerie qui fait peur aux algeriensAlgérie 1Tariqa Karkariya: la confrérie qui fait peur aux Algériens | Algérie1August 25, 2017…
The movement itself was founded in northern Morocco by Sheikh Mohamed Faouzi al-Karkari during the 1990s. It presents itself as a Sufi path devoted to spiritual purification, remembrance of God and the direct experience of divine light through disciplined guidance under a spiritual teacher. Although many Muslims reject these teachings or regard them as theologically mistaken, they differ significantly from allegations that the movement was secretly preparing political action or operating as an underground organisation.[Algerie360]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
The word “cult” therefore reflected the language of critics rather than an agreed scholarly description. In Algeria, opponents often used the broader label “sect” for religious movements seen as departing from accepted Sunni practice, especially those outside the country’s dominant Maliki tradition.[Algerie360]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
What Karakaria followers believed
Karkariya teachings emphasise mystical experience within Islam rather than political activism. Followers describe the order as seeking the state of ihsan—spiritual excellence—through meditation, remembrance, moral discipline and obedience to a spiritual guide. Reports about the group frequently highlighted its emphasis on visions of divine light, which critics regarded as controversial or theologically unsound but which followers presented as part of a longstanding mystical tradition.[Algerie360]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
Several characteristics attracted public attention:
- the colourful patchwork robes worn by members;
- organised pilgrimages to respected Sufi shrines;
- strong loyalty to a living spiritual guide;
- mystical language about inner illumination and spiritual vision.
None of these features automatically demonstrated criminal behaviour or coercive control. Instead, they made the movement appear unusual to many Algerians who had little familiarity with contemporary Sufi orders outside their own traditions.[Algerie360]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
How clerics and the media framed the threat
The speed with which the controversy spread owed much to the interaction between social media, religious authority and political suspicion.
Videos of Karkariya pilgrims quickly attracted hostile commentary online. Several Algerian newspapers repeated warnings from clerics who argued that the order threatened orthodox religious practice. The Association of Algerian Muslim Scholars publicly urged the Ministry of Religious Affairs to respond, describing the movement as a dangerous sect.[Observatoire Pharos]observatoirepharos.comObservatoire PharosLa tariqa Karkariya crée la controverse sur les réseaux sociaux en Algérie – FR - Observatoire Pharos…
Some reports went much further. Commentators claimed, often without presenting evidence, that the order had links to foreign intelligence agencies or formed part of an attempt to destabilise Algeria through religious division. Because the movement originated in Morocco, accusations sometimes became entangled with longstanding political tensions between Algeria and Morocco, allowing an unfamiliar religious group to be portrayed as a possible instrument of foreign influence rather than simply a cross-border Sufi order.[algerie1.com]algerie1.comtariqa karkariya la confrerie qui fait peur aux algeriensAlgérie 1Tariqa Karkariya: la confrérie qui fait peur aux Algériens | Algérie1August 25, 2017…
Not every public figure accepted this framing. Former Minister of Religious Affairs Abu Abdallah Ghlamallah argued that visiting shrines could be understood as a form of religious tourism rather than evidence of conspiracy, illustrating that even within Algeria’s religious establishment there was no unanimous interpretation of the episode.[Roya News]en.royanews.tvRoya NewsRoya News | Algerians are worried about KarakariaAugust 26, 2017…
What the evidence did not establish
The most important feature of the Karakaria scare is the gap between dramatic allegations and documented evidence.
Despite repeated claims that the movement represented a grave security threat, publicly available reporting from the period did not establish that the group:
- organised violence;
- promoted terrorism or armed activity;
- operated as a proven foreign intelligence network;
- engaged in systematic coercion or physical abuse of members;
- attempted to overthrow the Algerian state.
Instead, much reporting focused on unusual clothing, mystical doctrines, social media videos and speculative political interpretations. Critics clearly objected to the movement’s theology, but theological disagreement alone does not demonstrate that a religious movement functions as a dangerous cult in the sense normally associated with coercive control or organised abuse.[algerie360.com]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
This does not mean every criticism lacked substance. Some Muslim scholars sincerely believed the movement promoted religious innovations incompatible with orthodox Sunni teaching. Those theological debates were genuine. What remains unproven is the broader narrative that transformed those disagreements into claims of hidden political conspiracy.[Algerie360]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
Why the scare spread so quickly
The controversy drew strength from several overlapping social pressures.
First, Algeria already had recent experience of official concern over religious groups regarded as outside mainstream Islam, including public debates over Ahmadiyya communities. This created a climate in which warnings about unfamiliar movements could gain attention quickly.[Middle East Monitor]middleeastmonitor.comOpen source on middleeastmonitor.com.
Secondly, visual difference mattered. The colourful robes were highly unusual in contemporary Algeria and became powerful symbols on social media. Many viewers encountered striking images before they encountered any explanation of the group’s beliefs, making appearance itself seem suspicious.[Algérie 1]algerie1.comtariqa karkariya la confrerie qui fait peur aux algeriensAlgérie 1Tariqa Karkariya: la confrérie qui fait peur aux Algériens | Algérie1August 25, 2017…
Finally, Algeria’s political relationship with Morocco provided an existing framework through which some commentators interpreted almost any cross-border religious activity. Once rumours linked the movement to foreign influence, theological disagreement became intertwined with national security narratives.[Algérie 1]algerie1.comtariqa karkariya la confrerie qui fait peur aux algeriensAlgérie 1Tariqa Karkariya: la confrérie qui fait peur aux Algériens | Algérie1August 25, 2017…
Why Karakaria remains an instructive case
The Karakaria episode illustrates how quickly visible religious difference can become evidence of hidden danger during periods of heightened suspicion. Rather than revealing a well-documented case of organised cult abuse, the controversy shows how media coverage, religious authority and political anxieties can reinforce one another before strong evidence has emerged.
For historians of moral panics and collective fears, the case is valuable because it demonstrates the importance of separating three different questions that are often merged together:
- whether a movement’s religious teachings are considered orthodox;
- whether its internal practices deserve criticism;
- whether it actually poses the wider political or social threat alleged by opponents.
In the case of Karakaria, the first question generated vigorous debate, the second remains contested, but the third was never convincingly established in the public evidence available during the brief national scare.[algerie360.com]algerie360.comUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnuUne «Tarika» sur la sellette: La Karkariya ou le soufisme méconnu - Algerie360September 14, 2017…
