Introduction
On 17 March 2000, hundreds of members of the Movement for the Restoration of the Ten Commandments of God died when their church at Kanungu, south-western Uganda, was destroyed by fire. Initial reports described the tragedy as a mass suicide by an apocalyptic religious movement expecting the end of the world. Within days, however, investigators uncovered hidden mass graves at other movement properties. Those discoveries transformed the case from an apparent collective suicide into one of the deadliest suspected episodes of organised religious mass killing in modern history. Although many details remain disputed, the evidence strongly suggests that numerous followers had already been murdered before the church burned. The Movement for the Restoration of the Ten Commandments of God emerged in Uganda during the late 1980s. Founded by Joseph Kibwetere, Credonia Mwerinde and other leaders with backgrounds in popular Catholic devotional circles, the movement preached repentance, strict observance of the Ten Commandments, visions of the Virgin Mary and an approaching apocalypse. Members often gave away possessions, lived communally and accepted increasingly rigid discipline in preparation for divine judgement. On 17 March 2000, hundreds of members gathered inside the movement’s church compound at Kanungu for what witnesses believed would be a final act of worship before salvation. Neighbours reported singing before an enormous explosion and fire engulfed the building. Rescue proved impossible, and the victims inside perished. Windows had reportedly been boarded up, exits were difficult to use, and some physical evidence suggested careful preparation rather than a spontaneous act. The decisive turning point came during searches of other properties connected with the movement. Police and investigators uncovered mass graves at several compounds, including homes belonging to senior leaders. Bodies were found buried beneath floors, in gardens and concealed in pits.
